    I thought the same thing a while back (that it was broken), turned out I was in Sausalito. Best thing to do is start at Marin processing, drive West towards and past Mine 99, turn left at Port Stinson, and stay on the main road until you can see Top Notch. Then turn around and retrace your steps. The emergencies will eventually get you the contract, although a hellbug arkfall will speed things up.

    I believe that the hot shot damn defense will work for this or try Twin Bridge Farm or Hellbug Hillside.
