On the second floor of the barn at Miwok Ranch, north-east of Headlands Transit Depot. The barn is locked until the second stage of the public quest, but you can go around the back and jump on some boxes to get inside. NOTE: There are two data recorders in this barn top floor, don't leave without getting the other one.
