Etaew PC-EU - Site Admin 
It looks like sometimes the area is locked to an ended siege phase and the recorder doesn't show, it should help if you jump to a friend that is in a different phase and travel back to the area. Or return shortly after a server restart.

When there's a siege the entire area is phased, so I guess there isn't a recorder at the phased, siege version of chinatown.

I've just checked and it is still there, if you go to the main crossroads in chinatown it is in the ruins to the North West of them.

I checked this morning and the data recorder isn't there. It's probably something to do with the current Plague Sieges - when it's gone I'll check again. :)
