there's one at the very top of the map about half way over to the right of iron demon ranch. One on your way to the prison from shondus. One around mid map on lower right, not much above bug and chug near a major arkfall boss location. Plus at least 5 or 6 other I know of I just can't think of the location without looking at the map.

if you go just northwest of the Miwok Ranch extraction point, there's a number of emergencies that cycle right next to the two silos with the raider blasters on top of them. i've managed to cycle them enough for a number of wandering hulkers to spawn there.
