Check back every hour for a new Vendor Special, at the end of the list there are three Dodge Challengers.

Location

Located with a Fast Travel point in Sausalito.

The Vehicle Vendor is located to the left of the buildings.

It features a Special slot that rotates every hour, it can contain discounts on vehicles that the vendor sells and A-Tex, and Duni variations from the Store. It will rotate through the list of things you haven't unlocked, so it's best to purchase them all to get down to the list of Dodge Challengers.
