Unfortunately the Casithan race is locked behind a DLC flag, which Fawkes has not currently released.
However you can still create a Casithan character if you want to buy gems, by making use of the CUSTOMIZATION REDO from the Defiance Store for 396 Gems.
396 Gems will require the purchase of the 305 Gem pack and 135 Gem pack, which will cost $16.
