There is a monarch down the road from Shondo's Consulate and just outside of Bon Air Mine that is always there. go to the gates towarD the mine if it hasn't spawned yet. Once killed go toward the mine again and it will instantly respawn.

Well, 2-3 monarchs. You only get 1 matron, and that's only at the end of the "Mother of all Hellbugs" major arkfall.

You also get 2-3 during major hellbug arkfalls.
